REQUEST FOR PROPOSALS

For Traffic Control Services

 

1. Overview & Purpose

The Nederland Downtown Development Authority (NDDA) is seeking proposals from qualified traffic control companies to provide certified flagging services to manage and control traffic during various events scheduled throughout the summer of 2024. The services will be critical in ensuring the safety and efficiency of vehicular and pedestrian movements around the event zones.

 

2. Project Scope

The contracted company will be responsible for providing certified traffic control personnel (flaggers) to manage intersections along Highway 119 in Nederland, Colorado. These services will be required on Saturdays and Sundays from June 1, 2024, to October 6, 2024, between the hours of 10:00 AM and 4:00 PM. Some specific days will require adjustments to hours depending on the event.

 

3. Specific Requirements

  • Deploy certified flaggers who have experience in traffic control and are compliant with all local, state, and federal regulations.

  • Manage setup and teardown of all necessary traffic control equipment.

  • Coordinate with the NDDA and local law enforcement to ensure all traffic control plans meet safety requirements.

  • Provide all necessary signage and equipment to facilitate effective traffic control.

  • Ensure minimal disruption to local traffic and provide efficient passage for emergency vehicles at all times.

  • Commercial Liability Insurance.

     

4. Proposal Submission

  • Proposal Deadline: Proposals must be submitted by May 31, 2024.

  • Submission Format: Proposals should be submitted in .PDF format via email to DDA@nederlandco.org.
  • Proposal Contents: Proposals should include a company profile, detailed description of services offered, compliance with certification requirements, a proposed staffing plan, and pricing.

     

5. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Experience and qualifications of the firm in providing traffic control services.

  • Compliance with safety and certification standards.

  • Cost-effectiveness of the proposal.

  • Ability to follow the proposed traffic management plan. See the attached plan. Please note that there will be other locations as different events don’t need people all in the exact same spot.
