Hello everyone!

It's time for the October edition of the Nederland Mayor's Corner (AKA "the Billy Pulpit").

Last Tuesday 9/27, the BOT appointed Nichole Sterling as our seventh Trustee. We were lucky to have six people apply for the vacant Trustee seat. It was a remarkable evening and we had a very difficult time deciding on just one person. Ultimately, the majority voted to appoint Nichole. We are lucky to have her join the BOT team. Her life and work experience bring a lot to round out the BOT. A big thank you to Steve Cepek, Riley McAllister, David McElvain, Eugene Smith and John Stevens for stepping up.

We earned a $175,000 Transportation Multimodal Plan Grant to pay for a transportation study to find ways to reduce congestion, improve safety and improve multimodal options. Nederland was also awarded FEMA funding for the Big Springs Egress Project Scoping.

On the 9/13 Special Meeting, the BOT discussed the Annexation Ordnance and directed our lawyer to draw up annexation ordinance and agreement drafts. We then discussed whether to appoint or hold another election to fill the seventh Trustee seat. We chose to take applications and appoint 9/27.

On 9/20, the BOT with a nod of four directed Town staff to pursue the rebuild of the NPD. Later in the meeting, the BOT approved the supplemental budget #2 for the rest of 2022,  2nd extension of the delegation of authority to Town Staff for approval of temporary modification of liquor licensed premises due to a delayed SRU, the Energy Efficiency Day Proclamation for the first Wednesday in Octobers (annually), and the revocable encroachment license agreement for 72 Barker Rd.

At the 9/27 Special Meeting, we appointed Nichole Sterling, and then discussed the BOT goals which will be updated as we complete the 2023 Town Budget.

This past 10/4, Water Rights were discussed with our water rights lawyer first in an Executive Session and then in the Open Meeting. Nichole Sterling was sworn in as our seventh Trustee. Later, the BOT approved outdoor eating and drinking at Tres Gringos Cantina. We then discussed the right-of-way vacation requests for N 2nd St alleyway, and referred them to the Planning Commission for further review. Finally, we reviewed the draft annexation ordinance and the draft annexation agreement.

Throughout October, we will be working on Town budget, the annexation ordinance, annexation agreement and IGA, a Good Neighbor Policy, NDDA finances, STR Ordinance review, Family and Medical Leave Insurance for Town staff, Solar Ordinance, and assigning BOT Liaisons to Town Advisory Boards & Commissions.

The Board of Trustees is seeking feedback on draft language of the annexation ordinance. This survey focuses on the question of Town-wide elections for annexation petitions by landowners other than the Town. Survey results will help us to determine whether residents are interested in public elections for annexations, and under what circumstances such elections should be held. Want to get more involved? There is an opening on the Planning Commission for one seat and openings on the Board of Zoning Adjustment for two seats and one alternate. Please consider applying to join this Board and/or this Commission. We need you, it's interesting, you will learn a lot, and you will feel satisfied to be more involved with our community. Applications for these vacancies are due by 5pm on 10/19/22.
