Happy New Year everyone!
Town Marshal: Unfortunately, on January 9, Town Marshal candidate Daniel Gledhill notified the Town Administrator that, for personal reasons, he must decline the Town Marshal position with the Nederland Police Department. He was set to start with the Town on January 17. We are currently evaluating next steps for Nederland’s law enforcement plan. As a reminder, Boulder County Sheriff’s Office continues to provide services to Nederland by responding to all priority 1 calls and providing nighttime coverage. We are disappointed, and we thank Daniel Gledhill for his consideration and wish him good luck and good health in all his future endeavors.
On 1/3, the BOT approved the 2023 Public Posting Location for Meeting Notices, 2023 Board of Trustee Meeting Dates (cancelling July 4th), and an amendment to the Town Administrator’s Employment Agreement. We interviewed our one applicant John Mountain for the vacant Trustee position; and a 2-2 vote resulted in the denial of the appointment. We then approved an Out-of-Town Utilities Connection Request for 879 County Road 128W. Finally, we briefly discussed the Rights of Nature Resolution and the Indigenous People Acknowledgement. We requested that these items be brought back to the BOT at a later date with better representation and discussion from the SAB and the advocates, respectively.
On 1/10, we had a collaborative Work Session with the BOT and the NDDA (Nederland Downtown Development Authority). We discussed how to strengthen collaboration between the NDDA & BOT, reviewed the NDDA financing structure, evaluated the current status of NDDA projects and long-term plans, conferred about back-in parking on the Big Springs project, and got an update on the NDDA certificate of deposit (CD). To be honest, one of my primary motivations was to continue to explore and understand why we have a NDDA. This NDDA will continue until at least 2035, so we need to better collaborate for the benefit of Nederland.
On 1/17, we started with Executive Session to receive legal advice related to the Town’s Zoning Code, Subdivision regulations, and properties in the Central Business District (CBD). In open session, we approved a Proclamation Celebrating Black History Month: Uplifting the Community Through the World of Art, and we learned more about CSAFE (Colorado Surplus Asset Fund Trust). We had an action item to decide whether to fill the BOT vacancy via appointment or election. In a bit of a surprise, there was a motion to appoint John Mountain, and in a 4-1 vote, John was appointed onto the BOT as a trustee. Our second action item was an Emergency Moratorium Ordinance for properties located in the CBD. After good discussion, public comment and compromise from an original draft, the BOT unanimously approved a temporary emergency moratorium on subdivision applications in the CBD until 2/22/23. We then discussed snow removal with the department heads of the Streets and Parks Departments. Staff Reports and BOT Reports were shared in the Agenda packet. We ended with another Executive Session to receive legal advice and to consider and determine positions relative to law enforcement services.
UPCOMING: Town Hall on January 31 from 6-8 to discuss law enforcement services with the public.
February Meetings: Swearing in of the new trustee, Nederland Community Library District presentation, Rights of Nature Resolution, STR Ordinance (ADU & other amendments), Ordinance for Subdivision Applications in the CBD, NMC Updates, Employee Compensation Study, the Watershed Ordinance, NMC Section 2-4 on Elections, and other Items TBD.
